About VSG Communcations Consulting LLC
Victoria Goldberg is the founder of VSG Communications Consulting, established following her early retirement from the Federal Communications Commission. She brings nearly three decades of telecommunications regulatory experience to her practice, with deep expertise in communications pricing, intercarrier compensation, and federal tariff policy.
Victoria spent more than two decades at the FCC's Wireline Competition Bureau, Pricing Policy Division, where she rose through the ranks to serve as Division Chief. In that role, she led a team of over 25 attorneys and policy specialists, overseeing the full range of the division's work — from federal tariff review and cost recovery policy to intercarrier compensation and universal service matters. She also served as lead manager on landmark efforts to reform intercarrier compensation and establish just and reasonable rates for incarcerated people's communications services.
Before returning to the FCC to serve as Division Chief, Victoria held the position of Vice President and Associate General Counsel at NCTA, The Internet & Television Association, where she advocated for cable industry members on broadband regulatory matters before the Commission and other federal agencies.
Earlier in her career, Victoria served as Associate General Counsel at Teligent, Inc., a fixed-wireless competitive local exchange carrier and interexchange carrier, and worked in the regulatory practice groups at Dow, Lohnes & Albertson and Piper & Marbury advising a wide range of carriers, equipment manufacturers, and financial investors on federal and state regulatory matters.
Victoria holds a J.D. from The American University, Washington College of Law and a B.S., cum laude, from Ithaca College. She is a member of the Federal Communications Bar Association.
